I suppose that's what he's hired for and he will need the car keys to do his job.

Because cars are not typically allowed in the building. ;-)

Small parking lots often keep the car keys so that they can move cars out of the way, thus making room for as many cars as the lot can fit. Another reason is to facilitate tipping. A Valet hustling to have a car at the ready is more likely to get a tip.
